Health and education respondents were asked if and how they monitored school compliance with the universal precautions (hygiene and safety) associated with HIV prevention. Most did not do so. The responses from the public health sector were as follows:

Similar responses were obtained from public health personnel when they were asked if they monitored compliance by schools of any guidelines on steroid use, sexual harassment, injection drug use or HIV-related workplace policies. Most indicated that other measures were used rather than required reports from schools or inspectors visiting schools.

When asked if they published reports on compliance with these guidelines, 100% of health ministries (MOH-19) said that they did not do so. Public health units were asked if they were required to submit reports on compliance with these guidelines (PHU-15). 70.2% said that they do not monitor compliance on a regular basis and 10.8% said that they monitor compliance on an ad-hoc basis. Education respondents were asked if the education ministry (or health ministry) monitors compliance on the universal precautions by regular surveys or required reporting by schools. Their responses follow:
