8.1.1 Policy - Written Policy Goals
Education ministries were asked if they had a written policy or Ministers statement expressing long-term goals for HIV prevention or sexual health education. The responses indicate that about one-half of respondents have a specific statement and another half have long-term directions established in other documents.

School district administrators were asked if they had a written policy expressing long-term goals for HIV or STD prevention or for sexual health promotion. More respondents reported policies on HIV/AIDS than on sexual health promotion.

School principals were asked if they had a written policy or document expressing long-term policy goals. A majority said that they followed education ministry or school district guidelines rather than having their own document.

Health respondents were asked if they have written policy goals for HIV prevention, STD prevention and sexual health. Most health ministries have written goals for HIV prevention. About half of the public health units said that they have written HIV prevention goals, either specifically or in part.

Health respondents were also asked if they had long term policy goals for STD prevention. Fewer health ministries reported having written policy goals on this issue as compared to HIV prevention.

When asked about written policy goals for sexual health promotion, only one-quarter of health ministries said that they have such written goals. The response from public health units was about the same for all three issues.
